What is the Top Paper Owner?
The Top Paper Owner is the first paper owner for each horse. (By World)
If you become a Top Paper Owner, you are awarded a higher rate for prizes earned (POG points X 1.1) and you get a lot of attention as a Top Paper Owner on your My Page and in other places. When there are multiple first paper owners in the Average World, the Top Paper Owner is determined in the order of 1. higher bid or 2. time of the earliest bid.
